has been taking place in western
countries with the aim of improving
our environment at any given time.
The lcelandic Planners Association
was founded in 1985 with the aim
of furthering the recognition of plan-
ning as an independent discipline in
lceland, encourage professionalism
in planning and encourage profes-
sional discussion about planning
and environmental issues. It is
affiliated to the European Council
of Town Planners. As a result of the
unification of Europe and collabora-
tion in many fields, the European
Council of Town Planners has pre-
sented a policy for the future devel-
opment of European cities. In the
policy, The New Charter of Athens,
that was published in 2003, the
main emphasis is put on a network
of cities retaining their cultural inde-
pendence and diversity founded on
a long tradition connecting the past,
the present and the future. The main
points of emphasis are:
• Cities connected with a strong
and effective network.
• Maintenance of dynamic com-
petition but at the same time
making an effort in supporting
each other through collabora-
tion.
• Making a strong contribution
towards improving the condi-
tions of the inhabitants and the
consumers.
• Coordinate the man-made and
natural parts of the environment.
This charter also contains an
overview of the main topics and
important issues facing cities at the
beginning of a new century. It also
deals with the demands placed on
planners in realising this policy. The
part played by planners in this proc-
ess of change is also emphasised.
Planners play an important part in
coordinating, acting as mediators
and facilitating this development.
The planner has to provide cities
with a future goal in collaboration
with those who take part in the vari-
ous phases of the planning process
both locally and in collaboration
between countries. ■
