and general planning policies. I would like to mention some of the issues contained in the new Planning Bill. A three tier system of local authority plans will be continued i.e. regional plans, master plans and detail plans but, in addition, it is pro- posed that the Minister for the Environment will introduce a Parliamentary Bill for a National Planning Policy for 12 years which is a novelty in lceland. According to the present law the main responsibility for planning rests with the local authorities but the need is acknowledged for the state to present a com- prehensive view of planníng, a National Planning Policy which should form the basis for local authority planning. With this National Planning Policy, which could cover the whole of the country or parts of the country, the intention is to formulate planning policies that have bearing on the public interest. This National Planning Policy will contain the policies of the Government for sustain- able development with regard to the planning carried out by local authorities and as needed in order to coordinate the policies of official bodies towards land use with regard to economíc and social considerations in addítion to environmental issues. One of the issues that I consider should be dealt with in the National Planning Policy is a coordinated land use policy for the central area of lceland. The role of the National Planning Policy is to create a guiding light for the planning of local authorities and proposing policies concerning the public interest although indi- vidual planning decisions and detailed planning will contínue to rest with the local authorities as it is important that development control is carried out as near as possible to the citizens. It is also necessary to define better the role of different forms of plans, ensure a natural con- nection between the different tiers of planning and increase the effectiveness and flexibilíty of planning. Clearer instruc- tions are proposed with regard to the advertising of proposed plans and public and official participation in planning. In accordance with the instruc- tions of the European Parliament and the Council of Europe from the year 2001 clearer require- ments for environmental impact assessment of plans will also be enacted. The main content of the ideas described above i.e. about the role of plans in the different tiers of planning and how they are related, participation in planning, environmental impact assess- ment and an effective planníng process aims at ensuring that planning decisions contribute to sustainable development but that at the same time we succeed as well as possible to reach other goals of the planning law. Planning systems and plans have to take into account soci- etal change and attitudes at any given tíme. The ideas for change that I have mentioned here aim at making the planning system better equipped to contend with decisions about land use and development ín the years to come in lceland. The proposals also reflect the development of planning law in Northern Europe taking into account special cir- cumstances in lceland. ■ Gleðileg jól Byggjum hagkvæmt, vistvænt og sjálfbært!
