areas.
More dense development has
been a constant activity of the
planning authority of Reykjavík
from that time, although the num-
ber of areas has been fewer and
smaller during the 1990's. During
the last few years, a new empha-
sis has been put on the re-plan-
ning of underused areas within
the city. The most prominent
examples are the Sóltún- and
Skugga areas.
Density policies in existinq
plans
Increased emphasis on a denser
development of areas appears in
the Development Plan for
Reykjavík 2001 -2024. The Plan
not only proposes a considerably
denser development within exist-
ing development (picture 3), but
the goal is also to increase densi-
ty of new areas of development
considerably. If this policy of the
Development Plan will be carried
out, it will mean considerable sav-
ing of land (picture 4) and a
decade-long thinning out of the
built-up area will be stopped.
During the preparation of the
Development Plan for the Capital
Area, traffic calculations were
made for different development
choices regarding densities. They
showed, for example, a saving of
80- to 100,000 km if 10,000 flats
were built as part of an increased
density of existing areas instead
of 3,000 flats. The conclusion
of the Regional Plan was
between these two findings, to
increase density of existing areas
by 7,000 flats by the year 2024.
This could mean a saving of
29- to 36,000,000 km in yearly
driven distance, which can also
be converted into considerable
saving of energy and time, less
vehicular- and accident cost and
running costs of the road system.
These calculations demonstrate
that it is economical to increase
the density of the built-up area. ■
