The EFTA Surveillance Authority ensures that the participating EFTA States - Iceland, Liechtenstein and Norway respect their obligations under the EEA Agreement. The Authority
protects the rights of individuals and market participants who find their rights violated by rules or practices of the EFTA States or companies within those States. The Authority
also enforces restrictions on state aid and ensures that companies operating in the EFTA States abide by the rules relating to competition.
The Authority is located in Brussels.
The Director is responsible for management of the CSA
Directorate with its international staff of 20 case
handlers, who are lawyers and economists. Two Deputy
Directors assist the Director in management tasks.
The Director’s responsibilities include supervision of
the Directorate’s casework, approving draft decisions
and cooperating with the European Commission’s
Directorate-General for Competition and with relevant
authorities in the EFTA States.
The Director reports to the College, the Authority’s
decision-making body.

Director Competition and State Aid
The Authority is recruiting a Director to lead its Competition and State Aid Directorate (CSA).
The EFTA Surveillance Authority ensures that the participating EFTA States –Iceland, Liechtenstein and Norway– respect their obligations under the EEA Agreement.
The Authority protects the rights of in dividuals and market participants who find their rights violated by rules or practices of the EFTA States or companies within
those States. The Authority also enforces restrictions on state aid and ensures that companies operating in the EFTA States abide by the rules relating to competition.
The Authority is located in Brussels and operates independently of the EFTA States. It currently employs 70 staff members from 15 nationalities. The Authority is led
by a College, consisting of three Members appointed by the EFTA States.
Role Description
The successful applicant will be responsible for
the human resources tasks of the Organisation
and will report to the Director of Administration.
The exact field of responsibility will be adapted
according to the qualifications of the incumbent
and the needs of the Authority. The main tasks of
the role will include hands-on work with:
• Recruitments (5-10 recruitments per year)
• Providing first line support to staff regarding
any HR related question
• Responsibility for ESA’s presence on Linkedin
and other selected social media.
• Coordination of the Authority’s trainee scheme
• Keeping the HR database, systems and
personnel archive updated
• Implementing, maintaining and improving a
new self service HR-system, and taking on the
role of “super-user” in this system
• Assisting newly recruited staff members with
practicalities linked to their installation in
Belgium
• Liaison with the Belgian authorities regarding
registration, ID cards and other formalities
• General support to the Director of
Administration
Essential Skills
• Higher education in a relevant field.
• At least 5 years’ work experience within human
resources in a knowledge based company or
organisation
• Experience with recruitments
• Ability to work both independently and in teams
• Personality, service attitude and reliability to
match the wide scope of the position.
• Ability to communicate effectively, orally and in
writing.
• Excellent command of written and spoken
English (the working language of the Authority).
• Good computer literacy is essential, in
particular a positive and interested attitude to
all IT tools and a good command of Excel.
Ideal Skills
• Knowledge of any of the languages of the EFTA
States (Icelandic, Norwegian, German) and/or
the host country (French or Dutch).
Conditions:
The position is placed at grade A4 of the salary
scale, starting at € 84.387 per year. Depending on
the family status, allowances and benefits apply.

While its staff members shall normally be nationals
of one of the three EFTA States party to the EEA
Agreement, the Authority will also consider other
applications, primarily those of nationals of the
other States that are party to the EEA Agreement.
Type and duration of appointment: fixed-term three
