the instruction districts in the south-west of Finland include 2—3
small rural communes. On the other hand, in the north-west of
Finland there are some very large communes, each divided into
two instruction districts.
The agricultural advisers are controlled by the district in-
structors and represent the lowest stage in the organisation. Their
areas vary considerably according to circumstances as do those
of the district instructors. In the preparatory scheme the elemen-
tary school district was considered as a kind of basis.
The dijjerent ofjicials of some special agricultural societies
have also taken part in the instruction work. The Agricultural
Production Committee decided this matter on February i3th
1941 and the Ministry of Agriculture notified the special societies
concerned through their administrative bodies. In many of the
Societies experts of domestic animal breeding societies were work-
ing last spring as assistants to the production experts, in each
case on the basis of agreed fixed terms. The production experts
of many Agricultural Societies have also during the month of
May had experts of horse-breeding societies to help them. Where
Army horses have been used in tillage, the experts have mainlv
arranged the questions of hiring, but in some cases they have also
supervised the work of the district instructors. Some other ex-
perts also have taken part in the instruction work of the Pro-
duction Campaign. The fodder experts of the co-operative butter
export firm, Yalio — 8 in number — have given instruction con-
cerning fodder, while in close contact with the production experts
of the Agricultural Societies. The Association for Agricultural
Extension Work in the Border Areas has been in touch with the
Production Division of the Ministry of Agriculture and the Agri-
cultural Societies. ln this way it has heen possihle to concentrate
the instruction work. The instruction organisation has aimed in
the first place at promoting the actual plant cultivation. The
work done to promote gardening, both horticultural and “small
production” is only included in the organisation as part of a
whole, and is done partly on the lines of home economic instruct-
ion, partly by its own special organisations. A separate allowance
has been granted for the small production campaign.
The following picture illustrates in schematic form the Pro-
duction Campaign organisation as a whole.
