17. The delegates were unanimous in their feeling
that this section should be regarded more as a
statement in process than a final document. Some
felt that for that reason it would have been better
to withhold it from initial publication of these
guidelines. The majority, however, felt that this
version accurately represents the directions that
our final deliberations will most likely take us and
in any case will be provocative of important
discussion of these issues and should not,
therefore, be withheld from publication at this
time.
