ABSTRACT The conception and production of the National curriculum in information and technology education is the subject of this research. This curriculum was a particular innovation in the revised national compulsory school curriculum of 1999. The study draws on the concept of deliberation which Schwab introduced and Reid developed further (Reid, 1994). An evaluation is made of the extent to which the production of the national curriculum in information and technology education reflects the characteristics of curriculum delibera- tion as proposed by Reid. The research questions are: What views did policy-makers have about learning and the use of information technology and about the production and function of a curriculum? How was the national curriculum revised and the curriculum in information and technology produced? What sort of curriculum is the National curriculum in information and technology education? The study builds primarily on interviews with four key policy-makers in autumn 2003 on the revision of the national curriculum in the years 1996–99 and an analysis of the published curriculum. The Minister of Education and the project manager developed the project with the principle that it was important for different groups to participate in the production and the process reflects a suitable and logical plan for the production of a curriculum. It is difficult to assess the extent to which account was taken of ethical and moral issues on the basis of the information available. It is the view of the authors that the practical and institutional momentum of traditions in the school system were underestimated both in the manner in which the national curriculum was produced and in the final product.
