Eðvarð Júlíus Sólnes lauk B.Sc. prófi í byggingarverkfræði frá Háskóla íslands 1958 og M.Sc.prófi fráTækniháskóla
Danmerkur 1961. Eftir framhaldsnám í jarðskjálftaverkfræði íTókýó 1963-1964 lauk hann doktorsnámi við
Tækniháskóla Danmerkur 1966. Júlíus var skipaður prófessor í bygginga- og umhverfisverkfræði við HÍ1972. Hann
varð fyrsti umhverfisráðherra hérlendis 1989 en sneri aftur til starfa við HÍ1991. Rannsóknir Júlíusar hafa einkum
beinst að hreyfiálagi á mannvirki (jarðskjálftum og stormverðri) og að mati á umhverfisáhrifum hin seinni árin.
Ágúst Þorgeirsson lauk B.Sc. Honours prófi í byggingaverkfræði frá Heriot Watt Háskólanum í Edinborg 1975,en hafði
áður lokið prófi í byggingatæknifræði frá Tækniskóla íslands. Eftir 17 ára störf við hugbúnaðargerð lauk hann meistara-
prófi, M.Sc., í umhverfisfræðum við HÍ 2002.Ágúst vinnur nú ráðgjafarstörf við verkefni á umhverfis- og byggingasviði.
Páll Jensson er iðnaðar- og vélaverkfræðingur. Hann lauk fyrrihlutaprófi í vélaverkfræði frá HÍ1969, lokaprófi í
iðnaðarverkfræði frá DT 1972 og doktorsprófi í aðgerðarannsóknum við sama skóla 1975. Páll var forstöðumaður
Reiknistofnunar HÍ árið 1977 og var skipaður prófessor í iðnaðar- og vélaverkfræði við HÍ árið 1987. Rannsóknir hans
hafa einkum snúist um hagnýtingu reiknilíkana í íslensku atvinnulífi.
Abstract
During World War 2, a military airport was built inside the City of Reykjavik.This airport later became the centre of domes-
tic aviation for the whole country. Now, 50 years later, the airport tract has become valuable for urban development.The
city government therefore wants the airport relocated. Four different sites have been considered.The first alternative is to
maintain the airport in the same place. A second alternative is based on reclaiming land alongside the present airport. A
third possible site is in a rugged lava field south of Reykjavik, and the fourth alternative is to move the domestic traffic to
Keflavik International Airport about 60 km away.The relocation has become a hot issue in the country.The people living in
the countryside want to keep the airport in the same place.The people living in Reykjavik on the other hand, see the air-
port land as valuable potential for urban development close to the city centre.
To approach this debate in an orderly fashion, the four sites have been studied from a environmental and socio-econom-
ical point of view.The four alternatives are classified by four different categories, that is,a) economy and capital investment,
b) social impacts, c) direct environmental consequences, and d) public safety. Firstly, the last three categories were evalu-
ated and weighted, and all four alternatives graded according to their environmental quality. Secondly, using the results of
a separate cost-effectiveness study,a Pareto Optimality solution is suggested.Finally.sensitivity analysis was carried out to
investigate how the "environmental" factors through their variation can influence the final selection.
