applicants whomsoever they may be t-hat
they will return ngóllfur Ingólfsson to the
country of his birth and thereby obtain
an unconditional release whioli would
naturalliy make him a free man absolutdy
on the one condition that he does not re-
turn to Canada. Tihis is not suggested
on the assumption to shoulder the country
of his birth witih an undesirable, but is
made solely in the welfare of the prisoner
because if he ever committed a criminal
offence in such country and tihere came
into the hands of the police and was con-
victed, that would not mean tihat he would
be compelled to return to Canada and com-
plete his sentence here.
Any other suggestion for tihe parole o,f
Ingólfur Ingólfsson would be mere fool-
hardiness for any society to act for tihem-
selves and make an application for the
parole of Ingólfur Ingólfsson in view of
his crime record but because it would be
almost 100 per cent oertain tihat his parole
would be s'hortlived as he is bound one
way or another to come into the hands of
tihe police again.
It is therefore my recommendation that
in view of the above stated findings tihai
Ingólfur Ingolfsson is mentally incom-
petent and ihas a mentality of a child ot'
eight to twelve years of a'ge, and seeing
his case is similar to that of Olson’s, who
is now in tihe penitentiary, that no furtiher
steps be taken to further enlarge upon the
question of the insanity of Ingólfur Ing-
ólfsson, except that I believe that it would
be advisable for tihe parties in charge of
the welfare of thiis urífortunate prisoner
to obtain tihe ruling of the Miinister of
Justice as to his reasons for having tihe
sentence of death commuted to life im-
prisonment.
My second and last recommendation is
that nothing further be done in tihis case
until such a time as action may or may not
be taken in tlie obtaining of a pparole for
Ingólfur Ingólfsson, but no such applica-
tion be made unless it be made on tihe
understanding that the parties making the
application ob’ain an unconditional parole.”

skýrslu Árna Eggertsonar lögfræSings er
gefin var á íslenzku af ritara þingsins í
fundagerSinni, sé bókaSur úrdráttur, er
lögfræSingurinn sjálfur semur.

Samkvæmt þeim upplýsingum er þing-
inu hafa borist um fangan Ingólf Ingólfs-
son, ályktar þingiS aS lýsa því yfir, aS þaö
telur gersamlega ókleift; aS taka upp mál
hans, eSa gera tilraun íil þess, aS fá hann
fluttan úr staS. Telur þingiS mjöig mik-
inn vafa á því, aS manninum sé greiSi
gerSur meS slíkri tilraun.
Jafnframt lýsir þingiö yfir því, aS þaS
telji heppilega bendingu í ávarpi forseta,
aS gjaldkera sé framvegis faliö, aS færa
eftirstöSvar samskota fjársins á sérstökum
liS í reikningum félagsins.
