examine all the standing charges of
the League and discuss the budget
for 1940 with the competent autho-
rities of the League, and that this
committee should be composed as
follows: the chairman of the
Supervisory Committee for 1938,
the chairman of the Supervisory
Committee for 1939, two members
appointed by the Council of the
League and one appointed by the
Governing Body of the I. O. L. —
The Supervisory Committee then
elected Mr. Hambro its chairman
for 1939, and he accordingly met
on the Economies Committee. —
In the Fifth Committee Miss
Reutz explained Norwegian legis-
lation concerning child welfare.
The Sixth Committee discussed
various important questions bear-
ing on the interpretation of the
Covenant. The main issues are dealt
with in the article p. 340—350. —
Dr. Koht also took a prominent
part in the discussions — as well as
in the discussions in the special sub-
committee — of the liquidation of
the Nansen Office and the future
work for refugees. He declared that
the League ought to work for all
political refugees irrespective of na-
tionality, and made known that the
funds, accruing from the sale of
Nansen-stamps in Norway, would
be placed at the disposal of the new
high-commissioner for refugees.
Both Mr. Sandler and Mr. Holger
Andersen supported the views of
Dr. Koht. On the question of the
civil war in Spain and the League
both Dr. Koht and Dr. Lange
spoke.
Tbe Swedish Delegation was
headed by the Foreign Minister,
H. E. Mr. R. Sandler (Socialist),
who has represented Sweden at 10
sessions of the Assembly; the other
members were Mr. K. G. Westman,
Minister of Justice (Farmers’ Party)
and former Minister of Foreign Af-
fairs; he was also a delegate in 1936
and 1937; Dr. östen Undén (So-
cialist), Chancellor of the universi-
ties, former Minister of Foreign Af-
fairs, member of the Swedish Dele-
gation 1921—1926, 1928 and since
1930; Dr. A. I. Anderson (Conser-
vative), member of the Second
Chamber of the Riksdag (Parlia-
ment), member of the Swedish
Delegation since 1936; Mr. B. G.
Ohlin (Liberal), member of the
First Chamber of the Riksdag, well
known for his work for the League
during the depression and his books
“The World’s Economic Depres-
sion” (1931), “Interregional and In-
ternational Trade”; Miss Kerstin
Hesselgren (Liberal), member of the
Second Chamber of the Riksdag,
Government Delegate to the Labour
Conference 1923 and since 1927, a
member of the Swedish Delegation
to the Assembly of the League
1928, 1930 and 1931—1936; Mr.
K. I. Westman, Swedish Minister
to Bern and Permanent Delegate to
the League since 1928; Mr. K. K.
