three countries were considered, among them being: trade relations
with Russia and the problem of compensation claims both in this
country and in the states formerly constituting the Austro-
Hungarian Monarchy; next an international regulation of air-
ways and further a report concerning future commercial treaties
submitted by the »neighbour land committees« set up by the
treaty commission. There was unanimity in respect of the ques-
tions considered.
»Various important problems concerning the League of Na-
tions were discussed. It was agreed that it is necessary that states
not included in the League should be admitted to it as soon as
possible. The Foreign Ministers have had their attention directed
upon the decision of the Council concerning the appointment of
the Commission provided for in article 9 of the Covenant. Even
if opinions may differ as to the principles deciding the composi-
tion of the Commission, the meeting expressed the hope that its
task might be accomplished without any delay, thus making it
possible to establish very soon a firm basis for agreements on an
effective limitation of armaments without which peace cannot
be secured.
»Opinions were exchanged concerning various questions
which were expected to come under consideration during the
Assembly of the League of Nations in Geneva. Full agreement
was arrived at. It was decided that the committees in the three
countries should discuss the questions on the agenda of the As-
sembly — presumably by appointing one member each for joint
deliberations. Further the most suitable forms were discussed for
establishing a permanent liaison between the various countries
and the Secretariate of the League.
»It was agreed that the existing collaboration between the
three Northern Countries should continue without their consti-
tuting a compact group within the League; and further that they
should eventually try to establish a co-operation with other coun-
tries in order to secure for all these countries a due influence
within the League and to facilitate progressive development cor-
responding to the important activities and the great ideas of the
League.
»Furthermore were discussed certain laws relating to shipping
which have recently been put in force in various countries and
which contain provisions onerous to the shipping interests of
