TÍUNDA ÁRSÞING 209 li'ö uröu nokkrar umræöur, en var þó sam- þykktur óbreyttur. Viövíkjandi 3. lið gerði Árni Egertsson tillögu og séra Jón- as A. Sigurðsson studdi, aö upphæðin til útbreiðslumála sé ákveðin $300. í stað $500. iSamiþykkt. Þá var álit milliþinganefndar í fræðslu- málum ihugað. Lagði A. P. Jóhannsson til og Páll S. Pálsson studdi að álitið sé rætt lið fyrir lið. Samlþykkt. 1. liður: A. P. Jóhannsson lagði til og Páll S. Pálsson studdi, að þessi Jiður sé felldur. Eftir nokkrar umræður er mest lutu að þvá hvaða skilning ætti að leggja í orðið “lögréttu,” var tillagan samþykkt. 2. liður: A. P. Jóhannsson lagði til og Páll S. Pálsson s‘uddi að þessi liður sé samþykkt- ur. Var það gert eftir stutta umræðu. 3. liður: A. P. Jóhannsson lagði til og Guðjón Friðriksson studdi, að þessi liður sé felldur. J. K. Jónasson frá Vogar benti á að enginn hörgull væri á bókum fyrir börn. Lestrarfélög væri viðast út um sveitir og að gefa út mánaðarrit fyrir börn myndi reynast kostnaðarsamt. Þess vegna væri hann á móti þesum lið álitsins. Þorst. J: Gíslason igerði breytingartil - lögu og Sigfús Halldórs frá Höfnum studdi, að þessum lið sé vísað til stjórn- arnefndar. Samþykkt. Liðum þeim er nú voru óafgreiddir í þessu áliti var frestað, með leyfi neifndar- manna, með þv.í að annað mál lá fyrir er brýn nauðsyn krafðist að kæmist að. En það var skýrsla frá Árna Eggertssyni lög- fræðingi er Þjóðræknisfélagið 'hefði beðið að takast á hendur ferð til Prince Albert til að líta inn í hverjar líkur væru til þess að ei'thvað ferkara væri hægt að vera Ingólfi lngólfssyni til aðstoðar. I was instructed by the Icelandic Nat- ional Patriotic League of Winnipeg, Mani- toba, under date of February 25tih to pro- ceed to Prince Alibert and go into the question of the present welfare of Ing- ólfur Ingólfsson wiho is serving a sentence of li.fe imprisonment, and especially go into tihe question of his mental soundness. I proceeded to Prince Albert, Sask., on Tuesday, February 26th, and interviewed the authorities at Prince Albsrt peniten- tiary on the 27th inst., and discussed the matter especially as to tlie present wel- fare of the prisoner in question and dealt especially as to his mental condition. I might state that Ingólfur Ingólfsson entered Prince Albert Peni‘'entiary in the monh of Febrúary 1926 and has since been incarcerated there. At this stage I might mention tihat the auhorities in charge have had an opportunity of thor- oughily studying the different prisoners in tiheir charge and therefore have a thor- ough konwledge of wihat is not only best for their own personal welfare but have had the added experience in knowing, the effects on different prisoners of various treatments meted out to tihem. In my investigation I pointed out to the authorities that it was not only the in- terest of tihe Society in Ingólfur Ing’ólfs- son’s own life, but on account of his act of murder for which he was convicted, a stigma had attaahed to tihe Icelandic race in America and elsewhere, as this was the first case in the history of tihe Icelandic people and their decendants in America tihat a person of that race had been convic- ted of a capi'al offence. I at tihe 'same time men'ioned that the Icelandic people and their decendants in this country were very proud of their records and achieve- ments, especially proud of the fact that there were so few of their countrymen who had been incarcerated in either of the gaols or penitentiaries of Canada, Iet alone convicted of capital offence. For tihat reason I might go só far as to say that this sad state of affairs in relation to tbe unfortunate Ingólfur Ingólfsson
